Construction Safety - what is the basis for addressing safety during construction and project lifetime?

Project design must specifically address the moral and legal issues of protecting the workers engaged in construction in the short term and the public in the long term.  The fundamental context is based on two fundamental concepts, read about them in:

In effect, regardless of regulations, laws, and institutions, the responsibility belongs to the project manager, section designer, contractor, sub-contractor, and resident engineer.  The distribution of responsibility is usually a matter of contractual details between the parties.
